A residential IP address is a public internet address associated by network data with an internet service provider or consumer access network. That label describes the network context; it does not identify a household, prove who sent a request, or show that the address is being used through a proxy.
An IP address lets network traffic reach an endpoint. Internet registries record address allocations and assignments to network operators, while an internet service provider (ISP) connects subscribers and assigns or routes addresses under its own network practices. A registry record is therefore not a directory of individual homes.
In ordinary usage, “residential” refers to an address associated with a consumer ISP network. Services may classify addresses using registry data, autonomous system numbers, routing information, commercial datasets, or observations. Those sources can disagree, change over time, or describe the network operator rather than the person using a connection.

A home router may share one public IPv4 address among devices using network address translation. An ISP can also use carrier-grade NAT, where subscribers share public addresses. In those cases, a public IP alone may correspond to multiple devices or customers. IPv6 practices differ, and an address or prefix can change according to provider policy.
Residential addresses may be dynamic or relatively stable. “Residential” does not mean “static.” RIPE's regional policy documents describe address assignment at network level; they do not prescribe a single global rule for how every ISP assigns a subscriber address.
A proxy adds another distinction: the address a destination sees may belong to the proxy exit, while the original client connects to the proxy operator.
The FBI warns that compromised or enrolled residential devices can be used as proxy exits, which can cause an address to be associated with traffic generated by someone else. Attribution therefore needs more evidence than an IP label.
Suppose an abuse report lists 198.51.100.42 at 14:03 UTC. The address is from a documentation-only range, so this is an illustrative example, not a live lookup. A team checking the report can identify the network record and its timestamp, then compare provider logs, source port, connection time, and relevant account activity where legally available.
The lookup alone cannot tell whether the request came from a subscriber, an office, a proxy gateway, or a compromised device.
If the address uses shared NAT, a source port and accurate time may be necessary for the provider to map traffic. Even then, a subscriber association does not prove which person or application generated the request.

For network classification, record the lookup source and retrieval time, then confirm the address range or ASN with the registry or operator. For incident attribution, preserve the original timestamp, time zone, source port, destination, and relevant provider records; follow the applicable legal process.
For proxy selection, ask which network classification the provider uses, whether exits are shared, and how long a selected address can remain in use.
Treat each answer as a product claim until the contract and a controlled request confirm the behavior. An IP category is one clue about a route, not a verdict about a user.
