# Ethical Residential Proxies: A Buyer’s Procurement Checklist

“Ethical residential proxy” is a procurement question, not a badge that can be accepted without evidence. A buyer should be able to explain where access comes from, how participants can leave, which uses are prohibited, how complaints are handled, and what data the service retains. A polished trust page is a useful starting document. It is not an independent audit of every route.

 

## Ask for evidence at the source

 

Request answers for the exact product, geography, and contract you will use. Keep the response with its date and scope.

Read their scope and contractual terms for the product under review. A vendor’s public statement does not establish another provider’s sourcing, and it does not replace your legal or security review. If the document omits the product or region you will buy, record the gap and ask for the contract language.

 

Verify that the person or organization controlling the connection received clear notice of the proxy use and agreed to it. Ask whether consent can be withdrawn, how a withdrawn endpoint is removed, and how the provider handles a complaint tied to a specific route. A general claim that an IP is residential is not evidence of informed participation.

 

## Check your own side of the bargain

 

Proxy ethics starts with the customer workload. List the approved domains, access method, account or owner permission, rate limit, data fields, retention period, and deletion owner. Keep credentials outside logs and redact exit IPs when the wider team does not need them.

 

[RFC 9309](https://www.rfc-editor.org/rfc/rfc9309.html)  defines robots.txt as rules that crawlers are requested to honor. It also says those rules are not access authorization. Read robots policy alongside the target’s terms, written permission, authentication scope, and applicable law. A proxy route cannot grant permission that the client does not have.

 

Use a stop rule for policy or abuse signals. Honor target rate limits, preserve `Retry-After` when supplied, and stop a test when the owner or contract says to stop. Rapid rotation cannot justify avoiding a refusal. Record why a request was rejected and whether the target, account, or route caused it, because a new exit cannot cure an authorization problem.

 

## Separate network access from data responsibility

 

A proxy provider supplies a route and session behavior. The customer still owns target authorization, extraction logic, record validation, storage, and downstream use. A successful connection can return a challenge, the wrong market, or personal data that the workflow was not meant to retain.

 

Define an accepted record before running a pilot. For example, require the expected product identifier and price, discard challenge pages, and delete fields outside the job. Measure bytes, retries, accepted records, and manual recovery. Ethical sourcing and useful output are separate gates that both belong in the review.

 

## Treat resale as a separate contract

 

A retail account is not automatically an OEM or reseller arrangement. Ask for written permission to embed access, issue tenant keys, set quotas, meter traffic, and provide support. Verify that customer separation, abuse response, and data-processing roles are defined before exposing the service to another party.

 

Two brand names do not establish independent pools. Ask who owns the contractual relationship, how route changes are communicated, and which party handles participant complaints. Keep these answers in the vendor file instead of converting marketing language into a certification claim.

 

## Use a short review record

Mark each field as documented, confirmed in contract, or unanswered. An unanswered field is a reason to ask support or narrow the pilot. If the pilot is blocked by an unanswered sourcing field, pause the route rather than guessing. That gap is not proof that the provider fails the criterion.
